The seminar, presented by Dr. Ronaq Adnan Talib and Dr. Raja Muhammad Abdullah, addressed the legal conditions for possessing firearms used for self-defense. These conditions include that the possessor be at least 25 years of age, with evidence of good conduct and behavior. The seminar also highlighted the limited granting of firearm licenses to 16 legal categories, including judges, doctors, lawyers, journalists, and university professors. It also highlighted the penalties imposed by Iraqi law for unlicensed weapons and their trade outside the legally permitted framework.
