In reaffirming its commitment to enhancing the higher education environment and improving its mechanisms through comprehensive digital transformation and the automation of academic and administrative processes, the Ministry of Higher Education and Scientific Research reiterates the legitimacy and legality of its approved systems, particularly the fees for the Higher Education Platform, which are part of the package of services provided by universities in accordance with current laws, regulations, and legislative decisions.
In this regard, the Ministry urges caution and accuracy regarding certain concepts and interpretations circulating on social media platforms concerning the issue of free education, emphasizing the need for a clear distinction between ancillary service fees and tuition fees, which are governed by Law No. 25 of 2016 and Law No. 22 of 2024.
Exercising its legal authority and responsibility for managing the higher education and scientific research sector in Iraq, the Ministry of Higher Education and Scientific Research continues its development initiatives in the field of digital transformation and automation by implementing more than 120 advanced systems. These systems aim to establish smart governance, foster seamless integration between students, faculty, and administration within a modern digital environment, and enhance the international standing and global presence of Iraqi universities in the realm of comprehensive digitalization.
