The Ministry of Higher Education decides to return the students who are subject to their restrictions from the year 2003 until 2009 and who did not initiate or previously benefited from the decisions of the return of the Muraqneen and for the completed stages only, except for those who were subjected to their restrictions due to fraud, forgery, or disciplinary penalties.
