
A master's thesis at the College of Law at the University of Basrah discussed the criminal responsibility of policemen during armed clan conflicts.
The thesis presented by the student Fouad Mezal Ghanem indicated that the study of the criminal responsibility of policemen during armed tribal tendencies is a correction of the policeman’s work within the general framework of the security function in maintaining security and public order and spreading reassurance within the community and preventing attacks that may occur against each other and bearing the responsibility of not achieving the legitimate objectives to prevent the commission of crimes, track down and arrest the perpetrators, and achieve the security effectiveness of the authority by controlling these crimes.
The thesis concluded that the importance of this study lies in that it deals with an important topic that is closely related to the security of society through the great responsibility that falls on the police, which is to establish security and protect the internal public order in its branches and nomenclature and assign the policeman to this responsibility to prevent crimes and establish the rule of law.
