The instructor at the College of Law at the University of Basrah, Wajh Khasir Abbas, published a research paper in a legal scientific journal.
The research included a study on countries today in all parts of the world, even developed countries, from the effects of epidemics and infectious diseases, especially COVID-19, which proved the inability and weakness of the international health system, which led to the declaration of a public health emergency of international concern to ensure the achievement of the highest levels of international cooperation to confront this situation.
Hence the importance of international humanitarian work, especially for developing and poor countries or those that are in armed conflict, as the severity of the humanitarian disaster resulting from a state of public health emergency increases with the presence of armed conflicts. Here comes the role played by the Red Cross, which has proven over the past years and until today how important its role is in alleviating the suffering and pain of the population of areas suffering from conflict.
