The College of Law at the University of Basrah organized a seminar on the legislative authority's oversight of the government's delay in preparing the state's general budget
The seminar in which Dr. Muhammad Jabbar Kreidi lectured showed that censorship is one of the principles on which democratic systems are based, because of its role in guaranteeing rights and freedoms and not violating constitutional and legal texts. Therefore, most countries’ constitutions stipulate censorship and the need to activate it, including Iraq, which indicated the adoption of the parliamentary system, which indicates the introduction of parliamentary oversight over the executive authority, as it represents the interest of the people and protects them from abuse by the government by using its authority or violating the law.
One of the things that concern citizens and affects them directly is the state’s general budget, so the government’s delay in preparing it and not delivering it on the legally specified date entails bad consequences in all political, economic and social fields, and it is known that most of the revolutions and unrest that occur in countries are due to poor financial conditions.
