
A master's thesis at the College of Law at the University of Basrah discussed the guardian's negligence in caring for the young or juvenile in Iraqi legislation.
The thesis presented by the student Sarah Sabah Abd Ali showed that the definition of the guardian’s neglect is that the parents do not give enough food to their children, or do not provide the necessary clothes or medicine. The neglect may also be psychological, and it occurs when the parents do not give enough attention to the child by not talking to him or they do not show feelings towards their children, either because of the parents or one of them or because of the mother’s work. Neglect in education refers to the lack of care or guidance and the lack of interest in encouraging the child for good behavior or punishing him for bad behavior. Often the parents who practice such behaviours do not have anything to offer to their children, just as they do not have clear rules for raising children.
One of the manifestations of neglect is not asking about him in the event of his absence from home or school.
The thesis aims to explore the features of the crime of neglecting the guardian in caring for the young or juvenile.
