The Center for Development and Continuing Education at the University of Basra organized a course on budget preparation.
The objective of the course was to highlight the importance of financial planning in institutions and the significance of budgeting as a planning tool and a measure of performance. It aimed to explain the mechanism of starting the planning process and budget preparation, as well as the process of comprehensive budget preparation, including operational, cash, and financial budgets.
The course, presented by Dr. Adnan Hadi Jaaz, included an introduction to financial decisions, such as investment planning, financing, and capital structure. It covered financial risks, the concepts of planning and forecasting, and the definition of budgeting. Different types of budgets were discussed, along with their advantages and limitations. The reasons for budget preparation, the functions of budgets, and the use of quantitative methods in financial forecasting and budget construction were also explored.
The course further included the process of budget preparation and practical applications using MS Excel
