The letter dealt with the study of one of the prominent Kurdish women figures in Iraqi Kurdistan, namely, Adel Abdul Qadir, who ruled Halabja after her marriage to Osman Pasha al-Jaf, mayor of Halabja and head of the Jaf tribe during the Ottoman era, the British occupation of Iraq and the Mandate era, as her rule continued in Halabja until 1924. The characteristics possessed by this character had an important role in the rise of the city of Halabja in particular and the Jaf tribe in general, as it was able during its reign to reconstruct Halabja and improve the conditions of the population in all economic, social, cultural and even judicial aspects. In addition, it adopted a flexible political diplomatic method in its dealings with British, and were neutral in most of the disputes that were taking place at that time.
The letter concluded that there is a marriage in a fair personality, Abdul Qadir, which produced for us a woman of multiple talents and manholes, as the researcher and follower of this woman’s affairs can find in this character a mixture of the Persian woman and the Kurdish woman, and that the character of her Kurdish origin prevails over her. Those who follow her biography find her mastery of the Persian and Kurdish languages, her interest in Persian and Kurdish literature, as well as her influence on the two environments, which made her a broad visionary in various areas of life. Adela Abdul Qadir was affected by the environment in which she lived during her childhood, surrounded by orchards, and this had a positive reflection after her marriage to Othman Pasha Al-Jaf. Adela Abdel-Qader tried to find realistic and practical solutions to what the people of Halabja suffered from in all areas, especially agricultural. It paid great attention to agricultural lands, and worked to expand its area and diversify its crops, and was able to avoid the occurrence of drought and famine, and was also able to open new markets and shops and contribute to support the commercial movement and facilitate the work of merchants.
