The College of Law at University of Basrah organized a seminar on a legislative reading in light of the Iraqi Parliament Elections Law No.9 of 2020
The seminar, in which researcher Suha Zaki Nouri lectured, aimed to clarify a number of legal observations about the Iraqi Parliament Law No. 9 of 2020, the most important of which are as follows
Article (1) provides definitions and includes a definition of the (open list), as the Article (15/second) of this law states that the nomination is individual, and that the law has abandoned the application of the proportional representation system, and applies one of the majority systems contemplating individual nomination, which explicitly stipulates the same article, and the same applies to the single list, as this procedure was applied in the previous lists to allow individual candidates to run for membership in the House of Representatives. Until a legal formula is given to it, and the electoral system and the nomination mechanism are compatible, there is no longer any reason to include the definition of the (open list)
