A master's thesis in the Faculty of Law at the University of Basrah examined preventive criminal policy to reduce juvenile delinquency.

The thesis, presented by student Ghufran Hadi Khudair, aims to define criminal policy as a social issue and considers it a significant indicator of community security in any country worldwide.

The thesis consisted of three chapters, during which the student explained that contemporary criminal policy is no longer limited to addressing criminal phenomena and enacting legislation for criminalization and punishment. It has also adopted a preventive criminal policy to prevent crime.
