With the Participation of the President of the University of Basrah… Minister of Higher Education: Digital Transformation is a Guarantee of Performance Quality and a Pillar for the Global Competitiveness of Iraqi Universities
The President of the University of Basrah, Professor Dr. Muhannad Jawad Al-Asadi, participated in the sixth meeting of the Advisory Board of the Ministry of Higher Education and Scientific Research. The meeting was chaired by His Excellency the Minister, Professor Dr. Naeem Al-Aboudi, and attended by senior officials and presidents of Iraqi universities.
In his opening remarks, the Minister emphasized that digital transformation and automation within the higher education sector are key guarantees of institutional performance quality. He stated that they form a fundamental pillar in strengthening the competitiveness of Iraqi universities at both the regional and international levels, enabling them to efficiently and sustainably fulfill their academic mission.
He pointed out that the digital trajectory adopted by the Ministry has become one of the strategic pillars for advancing higher education, aligning with the demands of the knowledge economy and contributing to the achievement of sustainable development goals. He also praised the efforts of Iraqi universities in fostering academic awareness, enhancing scientific output, and competing on a global scale.
His Excellency further called for the support and encouragement of specialized scientific research in the field of digital transformation, underscoring the importance of aligning with global academic policies and developing digital services that integrate technology and knowledge.
During the meeting, members of the Advisory Board reviewed the items on the agenda and voted on several key decisions, including:
• Enhancing logistical support for examination committees responsible for ministerial assessment tests.
• Addressing various cases related to academic credential evaluation based on the legal authorities granted to the Advisory Board.
• Approving a regulatory framework for establishing scientific associations and organizing their membership.
• Forming a specialized ministerial committee to develop English language curricula in Iraqi universities.
• Providing solutions for students who performed Hajj pilgrimage during final exams, in accordance with the discretionary powers granted to the universities.
At the conclusion of the meeting, the Minister of Higher Education and Scientific Research announced the allocation of a financial reward of four million Iraqi dinars for each scientific paper published in reputable international journals with an Impact Factor, classified in the first quartile (Q1) within the Scopus and Clarivate indexing databases. This initiative aims to support scientific research and elevate the international academic standing of Iraqi universities.
