The thesis, presented by Mohammed Abdul Kareem Saleh, aims to address the legal challenges related to the possibility of enforcing the penalties imposed by acceleration committees in government contracts, considering them as part of the sanctions for contractual breaches from a legal perspective. The study analyzes the legislative and jurisprudential foundations of the concept of acceleration committees in public contracts.
Structured into three chapters, the thesis discusses differing scholarly views on the enforceability of such penalties by contracting authorities, the resulting legal implications, methods of contract execution by acceleration committees, and their financial funding mechanisms. The study concludes with practical and legal recommendations for policymakers on how to regulate, activate, finance, and monitor acceleration committees in government contracting from a legal standpoint.
