Higher Education: Ministerial Team Convenes to Implement National Strategy for Education and Social Upbringing 2026–2031

The Ministry of Higher Education and Scientific Research convened a meeting of the ministerial team responsible for executing the National Strategy for Education and Social Upbringing 2026–2031.

Chaired by Dr. Salah Hadi Saleh, Head of the Scientific Supervision and Evaluation Apparatus and Head of the Ministerial Team, the meeting addressed execution pathways and mechanisms for converting strategic goals into actionable programs and initiatives. These efforts aim to foster societal values among younger generations, promote national spirit, revive Iraqi, Arab, and Islamic culture, and consolidate a culture of tolerance and respect for religious and sectarian diversity. Discussions also emphasized preserving and promoting the Arabic language, alongside mobilizing media channels to reinforce core societal values.

The Head of the Ministerial Team highlighted that societal values fundamentally stem from the Iraqi national identity. He noted that the strategy aims to instill national and ethical principles in younger generations through education, media, and comprehensive social and cultural programming, thereby supporting the development of a civic-minded public awareness built on citizenship, tolerance, and respect for diversity.

Furthermore, the session examined institutional partnership frameworks and coordination mechanisms among relevant entities, alongside establishing a robust monitoring and evaluation system. Clear performance indicators were defined to gauge implementation levels and evaluate impact, ensuring the successful attainment of strategic objectives throughout the 2026–2031 execution window.

The ministerial team comprises representatives from the Ministry of Higher Education and Scientific Research and the Ministry of Education, working jointly to align efforts and integrate roles in advancing the core pillars of the National Strategy for Education and Social Upbringing 2026–2031.
