A seminar was held on the occasion hall at the University of Basrah entitled "Government Performance and its improving methods", by the researcher Kamal Al-Basri with the participation of a number Of Parliaments members, a local government officials and, a group of professors and academics to discuss the effective methods to promote and improve the government performance.

The seminar, which was lectured by Al-Basri and presented by Dr. Yousef Al-Asadi, was the basic foundation for developing governmental performance.
Al-Haidari started the seminar by asking about the faltering efforts of previous governments to achieve development in Iraq, explaining the reasons that led to this. The seminar discussed the pillars of government performance and the most important economic capital, human capital, social capital, and political capital, referring to the details of these pillars and citing the successful experiences of a number of countries that adopted these pillars. Al-Basri stressed that the project of building good citizenship and increasing social capital through the revival of values, which he said should be done by three groups namely the governmental institution, cultural institutions, and the religious institution.
Al-Basri mentioned within the seminar the main obstacles hindering the government performance, focusing on criteria that the government should follow to promote its performance. Firstly the diaphaneity, which is the critical success factor. Secondly adopting social legislation and regulations and focusing on improving education.
It is worth to be mentioned that the symposium witnessed valuable participation by the audience.
